It is a Combination of Idler  Pulley and tension shaft

2 ” belt sander idler pulley assembly comes with an easy-to-replace steel idler pulley and belt tension shaft.

The steel pulley and steel nub come in two pieces and are fixed to each other with a hex bolt and lock washer.

So once the nub is pressed into the tension shaft it never has to be pressed out again.
